How does it work for buyers

Login, browse by location or category, click express interest, retrieve offer code and process by sending a request through UniMarket.

STEP 1 - LOGIN & BROWSE
Login to your SectorSaver account. Review listing details for clearance context, terms of purchase and savings.

STEP 2 - Express Interest
When you want to express your interest in a listing, send a web enquiry via the Expression of Interest button, to retrieve purchasing instructions and the listings code.

If you’d like to arrange an inspection, you can facilitate this with the supplier, where feasible. Pre-purchase questions can be facilitated through our team or asked directly.

How does SectorSaver make money?

SectorSaver charges a transparent $250+GST per listing to publish for three months. When goods and services are purchase they are fulfilled through UniMarket and the standard percentage management fee is applied  to transactions. There are no hidden fees and there is no artificial price inflation.

What is the purpose of SectorSaver?

SectorSaver is designed to be a controlled B2G & B2B supply channel that allows councils and community sector buyers to purchase surplus, overstocked, cleared goods and services suitable for use at a significantly reduced price.

Suppliers benefit from a central platform listing the surplus, overstocked, clearance goods and services they can offer to the sector.
Buyers benefit by accessing these quality goods and services at a significantly reduced cost while meeting their governance requirements.

Can councils legally purchase surplus, cleared goods and services?

Yes — provided goods and services are assessed by buyers as:
- fit‑for‑purpose,
- compliant with relevant standards,

Who is LGA Procurement and what is their relationship to SectorSaver

LGA Procurement is a local government panel administration business. It is part of the Local Government Association of South Australia.
SectorSaver is a web application owned, managed and administrated by LGA Procurement for the benefit of LGA members and the quality suppliers that have listed on their panels.

Who can buy through SectorSaver?

SectorSaver listings are only available to the institutional buyers authorised access by LGA Procurement. All councils operating in South Australia are qualified to buy from SectorSaver. Other institutional buyers include, public agencies, public authorities and community-focused businesses.

SectorSaver is available to:
- Local councils
- Public agencies and statutory authorities
- Government‑owned corporations
- Various community sector buyers

All buyers are verified organisations, not individuals.  

How does SectorSaver support probity and audit requirements?

SectorSaver provides:

- compliance documentation availability via Unimarket
- traceable buyer–seller records
- access to LGAP panel arrangements compliant with Local Government and ICAC Acts

Does using SectorSaver undermine panel or contract arrangements?

No, it supports them.

SectorSaver does not replace panels. It does not override contracts. It is intended for opportunistic, supplementary purchasing. Councils should continue to follow their internal procurement rules.

Can we inspect goods before purchase?

Yes, where practicable.

Listings indicate:
- inspection availability
- sample availability
- site visit options

Inspection is strongly encouraged for higher‑value items.

Are warranties provided?

Normal warranties apply. Buyers must ensure they retrieve warranty paperwork directly from the supplier during a transaction. SectorSaver does not keep copies and cannot retrieve them for you. A listing may detail an alteration to a warranty status, such as ex‑fleet or ex‑demo assets. Listings will clearly state any change to warranty conditions.

How is value for money demonstrated?

Each listing includes:
- a stated price
- explanation of why the item or service is being cleared
- references the market price or replacement pricing, or
- explanation of savings without compromising suitability

This supports internal approvals and audits.

Can we purchase using a purchase order?

Yes. SectorSaver utilises the existing processes embedded within the Unimarket platform. To proceed with a procurement a purchase request or purchase order with the listing code is processed on Unimarket.  

Who typically approves a SectorSaver purchase within council?

Normal council approval processes apply.

A common approval pathway for works related goods and services is as follows:
- Works / Infrastructure Manager
- Asset Manager
- Procurement
- Finance

Listings are designed to be easily reviewed across all roles.

Who can sell through SectorSaver?

SectorSaver is available to all existing LGAP approved suppliers:

- manufacturers and wholesalers
- civil and infrastructure contractors
- fleet owners and hire companies
- liquidators and insolvency practitioners
- organisations holding surplus operational assets

Suppliers must comply with their existing Approved Supplier Agreement arrangements and meet our terms of use for qualified listings.  

What types of goods and services are suitable?

SectorSaver is suitable for all existing LGAP panel offerings:

- civil and infrastructure materials
- plant, fleet and equipment, including spec-compliant second hand stock
- parks and streetscape assets
- building and depot maintenance stock
- operational consumables
- new product launches, with early bird options
- new equipment activations
- endlines or discontinued stock
- peak and off-peak pre-bookings

Consumer goods and distressed retail stock are excluded.  

Why use SectorSaver, why not just auction to clear?

Both methods are useful.

You might benefit from listing on SectorSaver before using an auction to see if you can attract a fair value quickly. If you've been trying to auction without success you might try listing with SectorSaver, and vice versa. Both are valid channels for disposing of surplus or clearing goods.

SectorSaver can potentially achieve:
- a faster time to realisation
- be cheaper to use than an auction
- offer reduced holding and storage costs
- a chance to secure a fair price
- allow local and community buyers to benefit
- support documented pricing justifications

SectorSaver does not negate the value of auctions, it just provides an additional channel.

Is pricing public?

No. SectorSaver facilitates transactions only.
Assets remain with the supplier to dispatch and asset ownership is transferred to the buyer just as with an normal transaction.

Who carries risk once goods are sold?

Risk transfer terms are:
- aligned with standard commercial sale conditions
- as contained in the LGAP Approved Supplier Agreement, unless negotiated between the parties
